Spikes Studio is worth a look if you want B-roll, music, transitions and scheduling in one place, or the lowest yearly price: billed yearly, a minute on its PRO+ plan costs a little less than on Clyper Pro.

Clips that start and end on whole sentences
Clyper reads the transcript and picks moments that make sense without the rest of the video, then cuts each from the line that hooks to the line that lands, 20 to 60 seconds, on whole sentences. Each gets a hook score so you post the strongest first. If one needs a nudge, trim it, extend either end by up to 15 seconds or fix a word, then download it.

Both sell minutes of video. Spikes Studio's PRO+ is 300 minutes a month for $32.99, or $14.09 a month billed yearly, for 3,600 minutes a year. Its Enterprise plan is 1,200 minutes a month for $115.99, or $56.34 billed yearly.
Billed yearly, Spikes Studio is a little cheaper: $0.0470 a minute on PRO+ against $0.0475 on Clyper Pro ($19 a month for 400 minutes, up to 200 clips). Month to month, it goes the other way: $0.0950 a minute on Clyper Pro against $0.1100 on PRO+. Clyper Starter is $20 a month for 150 minutes, up to 75 clips, and you choose how many clips each video gives.
